Implementation of Kavach System in Indian Railways 

 The Kavach system, an indigenous Automatic Train Protection (ATP) system, is a technological initiative by Indian Railways to enhance operational safety and prevent collisions. Developed by the Research Designs and Standards Organisation (RDSO) in collaboration with Indian industry, Kavach leverages cutting-edge signaling and communication technologies to ensure train safety.

Key Features of Kavach:

Automatic Collision Prevention:

Kavach stops trains automatically to prevent collisions if two trains are on the same track.

It uses RFID (Radio Frequency Identification) technology and real-time communication between trains, stations, and trackside equipment.

Speed Regulation:

It ensures trains do not exceed permissible speed limits.

In case of any error or oversight by the driver, Kavach intervenes to control train speed.

Signal Passing at Danger (SPAD) Protection:

Kavach automatically applies brakes if a driver inadvertently misses a red signal (Signal Passing at Danger).

It ensures trains remain within safe braking distances from one another.

Emergency Alerts:

Provides alerts for train drivers in situations of level crossing malfunctions or unexpected obstacles on tracks.

Pilot Implementation:

Initially tested on 250 km of track between Lingampalli–Vikarabad–Wadi and Vikarabad–Bidar sections under the South Central Railway Zone.

Current Status:

As of April 2022, Kavach has been implemented on 1,445 km of rail routes and 144 locomotives.

These include some critical and high-density routes.

Future Plans:

The system is set to be extended to 34,000 km of the Golden Quadrilateral and its diagonals, covering the busiest corridors in the Indian Railways network.

It is expected to provide coverage for over 2,000 trains operating on these routes.

Kavach is significantly cheaper than comparable international train protection systems, costing about ?50 lakh per kilometer.

This makes it an attractive option for large-scale deployment.

I. Introduction

In the India, schools are important institutions that are considered

nurseries of the people of the state because it is primary responsible for the formal

education of the youth which are well thought as the best asset and the hope of our

nation. Schools that carry out this responsibility most effectively understand that

students are part of a larger social system that includes families, communities and

the government. Partnerships between the school, families, communities and local

authorities can create safer school environment, strengthen parenting skills,

encourage community service, improve academic skills, and achieve other desired

goals that benefit students at all ages and grade levels. 

A safe learning environment is essential for students in all grade levels. In the

absence of a safe learning environment students are unable to focus on learning the

skills needed for a successful education and future. When violence is part of the

educational setting whether in or out of the school premises, students, teachers and

school personnel are affected in many ways (emotional, social and physical aspects)

which could affect their learning achievements, productivity and personnel

developments. The issue of school safety is a major concern at all levels of

government from local to national. For the past several years school administrators

and local officials meet with teachers and parents to listen to their concerns and

suggest possible solutions that can improve the safety of their child since students

spend most of their time in school and how to improve the school safety as a better

work place for the benefit of the teachers and other personnel. National and local

governments are also taking steps to improve school safety and law enforcement as

the nation realizes the importance of school safety. Every child should feel safe and

free from any violence in the school and the community, yet there are many that do

not.

School safety is important to protect all students and school personnel from

violence that includes:

• Assaults

• Bullying

• Trading of illegal substance

• Theft

• Classroom disorder

• Street Fights

• Robbery

• Use of weapons

• Sexual abuse

• Terrorist attacks

• Violent crime

• Natural or man-made disasters

• Vehicular and traffic accidents

II. Actions that should be taken

The occurrence of violence in the school and the community where it is

located has devastating effects to students, teachers and all the people working in

the school. All necessary steps and precautions need to be taken to ensure the

safety of all students and teachers. Zero tolerance policies and violence prevention

programs need to be instituted in schools. Parents, schools and communities need

to work together to take measures to make the schools a safe place for everyone.

Safety in our schools is important and necessary to support the academic success of

each child, giving them the opportunity to learn and achieve in a safe and nurturing

environment. 

1. Survey the school complex for safety and security improvements. 

2. Form an emergency team consisting of skilled teachers, volunteer parents,

community members and students. 

3. Set up a communication system between concerned agencies (police, fire department, , hospitals etc.) and the school

management, parents and teachers.

4. Define, publicize and practice the school security management plan. 

5. Improve student relationships. The best way to prevent violence, drugs, teen

pregnancy, bullying and more is to get to know the students and manifest

actions that will show concern to them. When students feel that teachers know

them and that they care about their success, they will begin to shine, and

other problems simply fade away.

6. A supervising police officer should visit every school and meet with

appropriate school staff to discuss security issues. 

7. Collaborate with the local authorities and the families living in the nearby

communities. Reducing incidents of bullying and violence requires a

comprehensive, community-wide effort best coordinated by a school

community partnership. This coalition generally includes law enforcement,

faith groups, businesses, government, community-based and youth-serving

organizations, along with students, teachers, administrators and parents.

8. Empower students as agents of social change. Increasingly, schools are

seeing students as allies, and supporting them to be social change agents to

address school safety and climate.

9. Educate students on the importance of obeying traffic rules and observing

road safety matters everywhere. It is also important for schools to have an

ample and visible early warning and traffic signs on the roads outside or

leading to school. Traffic aids and traffic policemen are also indispensable

characters regarding school safety. 

10. Make sure that relevant and necessary information about school safety is

properly disseminated to students, teachers and school staff. 

11. Provide a comprehensive guidance and counselling program for student

victims.

12. School officials should initiate a seminar for students on drug and crime

prevention and road safety.

13. Engage school security personnel to a continuous training program on school

safety and emergency response.

Modern Rolling Stock and Passenger Services:

Vande Bharat Trains: Introduced 62 new Vande Bharat Express trains, bringing the total to 136, offering passengers modern amenities and faster travel options.

Namo Bharat Rapid Rail: Launched the first Namo Bharat Rapid Rail service between Ahmedabad and Bhuj, enhancing regional connectivity.

Freight and Economic Corridors:

Freight Loading: Achieved a freight loading of 1,473 million tonnes, marking a 3.86% growth over the previous year, indicating robust economic activity.

Dedicated Freight Corridors: The Eastern and Western Dedicated Freight Corridors facilitated over 72,000 train runs, improving freight efficiency.

Safety and Technological Advancements:

Kavach Safety System: Initiated the equipping of 10,000 locomotives with the indigenous Kavach safety technology, with over 9,000 technicians trained and bids invited for 15,000 route kilometers.

Station Redevelopment and Digital Initiatives:

Amrit Bharat Station Scheme: Commenced redevelopment work at 1,198 out of 1,337 identified stations, aiming to enhance passenger amenities and infrastructure.

Digitalization: Achieved 86% e-ticketing in the reserved sector and increased e-ticketing in the unreserved sector from 28% to around 33%, improving convenience for passengers.

Heritage and Tourism:

Digitization: Digitized 80 heritage stations and 78 heritage structures, preserving cultural heritage and promoting tourism.

These accomplishments underscore the Ministry's dedication to transforming Indian Railways into a world-class transportation network, balancing tradition with innovation to meet the evolving needs of the nation.
